Arc is fully EVM-compatible, has sub-second finality and uses USDC for gas. Developer tooling includes Arc App Kits (payments, swaps, onramp, earn SDKs), Arc Studio (an onchain coding agent) and Arc Portal for funding wallets and setting agent spend limits. Circle Agent Stack services (Agent Wallets, Nanopayments, the x402 facilitator) support Arc, and Circle published an agent x402 sample (https://github.com/circlefin/arc-x402-circle-wallets).
